The GCRD Director, a career Senior Executive Service position, manages the day-to-day operations of the Robert S. Kerr Environmental Research Center (RSKERC) research laboratory facility focusing on groundwater pollution and related subsurface processes. As the leader of this research campus, the Director oversees and provides leadership to internationally recognized scientific and technical experts as well as operational and administrative support employees.  In consultation with EPA Regions and Program Offices, states, territories, and tribes, GCRD plans, coordinates, and conducts an applied, customer-driven research program of national scope to provide data, tools, models, strategies, and technologies to protect and restore groundwater.  GCRD’s research and outreach programs include basic and applied studies of the physical, chemical, and biological processes that control the transport of water, chemicals, and/or microorganisms of known or emerging concern in subsurface environments.

Specific job responsibilities:

  • Influence, direct, and implement major national research, development, and demonstration programs on groundwater characterization and remediation of and protection from environmental contamination.
  • Serve as principal scientific advisor to the Center Director and to the Assistant Administrator for Research and Development and Deputy Assistant Administrators.
  • Provide professional, scientific, and technical leadership, and hands-on involvement, in scientific research, technology, and strategic science directions within EPA, including theory, method, and data development, to better understand the effects of multiple anthropogenic and natural stressors on groundwater resources and how to remediate these problems to support human health and the environment.
  • Manage RSKERC facility, including ensuring full compliance with Federal Facilities Compliance Act requirements.
  • Develop and maintain close working relationships with universities, private research organizations, and other governmental research laboratories locally and throughout the Nation.

Qualifications:

  • Demonstrated experience in leading a scientific or research organization including developing a scientific/research portfolio, engaging with the portfolio’s stakeholders, and managing resources (fiscal, human, facilities).
  • Demonstrated experience applying expert knowledge in chemistry, biology, and geoscience disciplines to support decisions aimed at protecting or remediating groundwater.

Salary and Benefits:  The current salary range for this position is $176,301 - $203,700. This pay range is set using current, federal pay setting policies for the Senior Executives Service. Pay will be set based on the salary ranges and rates at the time of appointment. The selected applicant will be eligible for full benefits including relocation expenses, health and life insurance, retirement, and vacation and sick leave.
